Italy’s VAT Crackdown on LinkedIn and Not Only

Italy is stepping up its efforts to enforce value-added tax (VAT) rules on social media giants, arguing that user sign-ups should be classified as taxable transactions. The country is seeking to collect nearly €1 billion ($961 million) in unpaid VAT from not just LinkedIn, but also Meta and X, a move that could reshape the regulatory landscape for tech firms in the EU.  

According to reports, Italy is demanding:

  • €887.6 million from Meta (Facebook, Instagram, WhatsApp)
  • €140 million from LinkedIn (Microsoft-owned platform)
  • €12.5 million from X (formerly Twitter)

These figures cover activities dating back to 2015, with formal notices currently focusing on the years 2015 and 2016 – just before the statute of limitations expires. 

The outcome of this case could have major implications for how tech companies navigate tax regulations in the European Union and may inspire similar legal actions in other member states.

LinkedIn, Meta and X have all responded cautiously. While Meta disagrees with Italy’s interpretation, it is cooperating with the investigation. LinkedIn declined to comment, and X has yet to respond. “LinkedIn data shows that both technical and nontechnical members are adding ‘Artificial Intelligence’ as a skill. For the purposes of this list, we have renamed this skill as ‘AI Literacy’ to reflect that members adding ‘Artificial Intelligence’ as a skill are increasingly leveraging AI tools like ChatGPT and GitHub Copilot, while not necessarily learning AI technical skills.”

In other words, using AI tools is not the same as developing AI models, but both are valuable in today’s job market. LinkedIn is also offering free LinkedIn Learning courses on these skills until April 18th to help professionals stay competitive.
